Pedi Annual Report 2022-2023

The Philippi Economic Development Initiative (Pedi) has made significant strides in community development and economic opportunities in Philippi through its collaborative efforts and innovative programs, despite challenges and uncertainties. The report highlights several key initiatives and achievements over the past year:


Key Initiatives and Achievements:


1. Presidential Employment Programme (PEP):

  •  After the shutdown of a major project at the Philippi Agrihub, Pedi redirected its resources to implement the PEP with R29 million funding from the National Government.


  • The program expanded from employing over 600 people in its first year to over 1,000, focusing on providing employment and life skills training for future job opportunities.


  • The program has received positive feedback for targeting community members most affected by unemployment post-COVID-19 and will continue into its third year in 2023/2024.


2. PMU (Precinct Management Unit):

  • Launched in 2019, the PMU aims to revitalize the area with cleaning, safety, and urban development projects, enhancing the community's quality of life.

  • Achievements include the Ngulube Gateway High Street Activation, stakeholder engagement for safety improvements, advocacy partnerships, and enhanced service delivery through collaboration with the City of Cape Town.

  • Notable progress in precinct cleaning, waste recycling, and safety services, despite challenges with crime rates.


3. Philippi Agrihub Transformation:

  • Transitioned into the Philippi Agrihub National Fresh Produce Market (PAH-NFPM), set to open in 2024.

  • Implemented a Market Operator and Market Agent commission-based system for improved market operations, partnering with Rhoda’s Market Agency (RMA) and using Freshmark Systems (FMS).

  • The new business plan aims to create a sustainable, equitable marketplace for farmers, potentially serving as a model for other regions.


Strategic Adaptations:


  • Following the termination of the GBS program, Pedi minimized resource waste by forming strategic partnerships with private companies for agricultural training, market operations, and composting.

  • The new agreements with Roots and Nutri Humus focus on skills development and business expansion in composting.


Community Engagement and Collaboration:


  • Pedi's ongoing efforts to maintain strong community relationships have been crucial for the smooth execution of programs and City projects.

  • The collaboration with City officials and unwavering support from the PEDI board have been instrumental in navigating challenges.


Challenges and Lessons Learned:


  • Challenges included the forced termination of the GBS program, issues with the City's Jobseeker database, and resistance from some City departments.

  • Pedi addressed these issues through strategic agility, resource reevaluation, and proactive community engagement, fostering trust and collaboration with local stakeholders.


Future Prospects:


  • Pedi remains committed to transforming Philippi into a benchmark for sustainable community development, building a brighter future for the area and beyond.

  • The continued success of the PEP and the revitalized Philippi Agrihub will likely drive further economic and social improvements in the region.
